निर्भीक इंडिया (संवाददाता गोरखपुर)- उत्तर प्रदेश राज्य बाल अधिकार संरक्षण आयोग (UP Commission for Protection of Child Rights) के अध्यक्ष ने कहा कि बाल संरक्षण और बाल विकास के लिए सभी विभागों को नागरिक समाज के साथ मिलकर इस दिशा में लगातार प्रयास करना होगा।
उन्होंने गोरखपुर मंडल को नशा मुक्त, बाल श्रम मुक्त और बाल भिक्षाटन मुक्त बनाने को हम सबकी जिम्मेदारी बताया। यह बातें उन्होंने सर्किट हाउस स्थित एनेक्सी भवन सभागार में सभी संबंधित विभागों की मण्डलीय समीक्षा बैठक में कहीं।

बैठक में समाज कल्याण विभाग, श्रम विभाग, शिक्षा विभाग, जिला बाल संरक्षण इकाई, अल्पसंख्यक कल्याण विभाग, दिव्यांगजन कल्याण विभाग, आबकारी विभाग आदि द्वारा बाल संरक्षण से जुड़े कार्यों की समीक्षा की गई। बैठक से पूर्व डॉ० शर्मा ने एक बच्चे का अन्नप्राशन संस्कार और दो महिलाओं की गोदभराई भी की।
बैठक में डॉ० शर्मा ने मुख्यमंत्री बाल सेवा योजना, पीएम केयर योजना, स्पॉन्सरशिप योजना, सपोर्ट पर्सन, वन स्टॉप सेंटर, मुख्यमंत्री कन्या सुमंगला योजना सहित अन्य योजनाओं की विस्तार से समीक्षा की। उन्होंने एक युद्ध नशे के विरुद्ध थीम पर नशे के खिलाफ अभियान चलाकर बच्चों को जागरूक करने का निर्देश दिया।
डॉ० शर्मा ने मंडल के सभी जनपदों के बेसिक शिक्षा अधिकारियों और जिला विद्यालय निरीक्षकों को निर्देश दिया कि स्कूलों और कॉलेजों की 100 मीटर की परिधि में पान, गुटका, तंबाकू आदि किसी भी व्यसन सामग्री की दुकानों के प्रतिबंध का कड़ाई से अनुपालन किया जाए।
उन्होंने अधिकारियों को निर्देश दिया कि क्रमवार सभी स्कूलों में प्रार्थना सभा में जाकर बच्चों को नशे के बारे में जागरूक करें। उन्होंने मंडल में कक्षा 6 से ऊपर के सभी स्कूलों और कॉलेजों में प्रहरी क्लब की स्थापना का भी निर्देश दिया।
डॉ० शर्मा ने ड्रग विभाग के अधिकारियों को निर्देश दिया कि बच्चे नारकोटिक्स की दवाई न खरीदें, इसके लिए मेडिकल स्टोर पर कैमरे लगाकर निगरानी की जाए। उन्होंने आबकारी विभाग को निर्देश देते हुए कहा कि 21 वर्ष से कम आयुवर्ग वालों को शराब विक्रय न की जाए।
डॉ० शर्मा ने चिकित्सा विभाग को बच्चों को जागरूक करने के लिए अभियान चलाने का निर्देश दिया और प्रचार पोस्टरों पर ष्एक युद्ध नशे के विरुद्धष् टैगलाइन और बाल संरक्षण से संबंधित हेल्पलाइन नंबर लिखने को कहा। उन्होंने जिला पंचायतराज अधिकारियों को ग्राम पंचायतों में पोस्टर और पेंटिंग के माध्यम से जागरूक करने के निर्देश दिए।
बाल अपराध के खिलाफ चलायें जा रहे कार्यो का किया उल्लेख
डॉ० शर्मा ने श्रम विभाग के अधिकारियों को बाल श्रम को रोकने के लिए आवश्यक कार्यवाही करने का निर्देश दिया। उन्होंने बाल भिक्षावृत्ति वाले बच्चों को शिक्षा से जोड़ने के लिए बेसिक शिक्षा अधिकारी को बच्चों का एडमिशन कराने और उन्हें नियमित शिक्षा ग्रहण के लिए प्रेरित करने का निर्देश दिया।
बाल यौन शोषण की समीक्षा करते हुए डॉ० शर्मा ने पुलिस विभाग को संवेदनशीलता के साथ सही से जांच करने के लिए कहा। उन्होंने बाल विवाह जैसी कुप्रथा की पूर्णतः रोकथाम के लिए समाज के बुद्धिजीवी वर्ग का सहयोग लेने और उनके माध्यम से व्यापक जन जागरूकता अभियान चलाने का निर्देश दिया।
इस अवसर पर अपर आयुक्त प्रशासन, संयुक्त विकास आयुक्त, पुलिस अधीक्षक अपराध सहित अन्य विभागों के मंडलीय और जनपदीय अधिकारी उपस्थित रहे।
बाल संरक्षण और बाल विकास के लिए समाज में फैली कुप्रथाओं को समाप्त करने के लिए सामूहिक प्रयास की आवश्यकता है। डॉ० देवेंद्र शर्मा के नेतृत्व में उठाए गए कदम और निर्देश गोरखपुर मंडल को नशा मुक्त, बाल श्रम मुक्त और बाल भिक्षाटन मुक्त बनाने में महत्वपूर्ण भूमिका निभाएंगे। सभी विभागों और नागरिक समाज के सहयोग से यह अभियान सफल होगा और बच्चों के उज्ज्वल भविष्य का मार्ग प्रशस्त करेगा।
